The interpreter as a citizen diplomat

Abstract The article presents a case of interpretation as a political activity during the Cold War. In the 1980s and 1990s, a grassroots citizen diplomacy movement was initiated by the Californian Esalen Institute, the center of the American Human Potential Movement. In and around its Soviet-American exchange program, numerous individuals, NGOs and organizations established personal relationships and professional exchange with citizens of the two super powers and travelled in both directions. Interpreters had a complex and crucial role in this exchange which was different from both the professional experience of conference and of communal interpreting.

This article focuses on the interdisciplinary, monthly academic journal Osteuropa as a mediator between Russian and German academic discourses, and as a tool for bringing Russian perspectives closer to German intellectual audiences. The historical overview provided in this paper shall show the actors involved in the development of the journal since its founding at the beginning of the twentieth century. The actor–network theory and the Bourdieusian concepts of field and habitus will be deployed to reveal the academic networks Osteuropa is involved in and the role of the actors in them. The article examines artistic exchanges between the USSR and Finland from the viewpoint of the Finnish left. After WWII, Finland was in a difficult geopolitical position; although not occupied by the USSR, it received little support from the West and so remained an independent capitalist democracy, with little foreign leverage. The Soviet influence was felt in many areas, and throughout the Cold War, Finland received many more world-class Soviet artists than any other Western country. This article analyses the draft of the final report prepared by Senator Giovanni Pellegrino, who from 1994 to 2001 chaired the ‘Parliamentary Commission of Inquiry on terrorism in Italy and on the causes of the failure to identify those responsible for the massacres’. The document was completed in 1995 and attempted a general interpretation of the causes of the political violence that had been a major feature of the history of the Italian Republic up to that point.
